Job Overview
The Business Partner HR (CND) will serve as the primary Human Resources customer service support point of contact assigned to the Child Nutrition Department. The HRBP will coordinate and provide high-level support for workforce staffing and planning, employee investigations, and leave management. In addition, this role serves as a liaison between the department and Human Resources, Business & Finance, Risk Management, Payroll, and other FBISD departments. Under the direction of the Director of Employee Relations, the HRBP will provide strategic alignment of human resources processes with designated district objectives. This position will work closely with department leaders to proactively assess HR-related business needs and implement actions that effectively develop and leverage organizational talent. The HRBP will become an expert in the client's business area and will attend and participate in routine and strategic client meetings.

Position Description

Essential Duties and Responsibilities

  • Demonstrate sufficient human resources and business knowledge and consult with other HR departments, as required, on behalf of business leaders
  • Display the highest level of customer service by providing timely and effective solutions to applicants, employees, supervisors, and managers
  • Serve as the primary facilitator working with clients to proactively reach staffing goals and secure top talent for the District
  • Analyze staffing trends, key metrics, and compliance requirements in partnership with the broader HR organization to develop and implement strategies for employee retention
  • Collaborate with hiring managers to assist with planning, organizing, and leading recruitment tasks and projects resulting in attracting, engaging, developing, and retaining diverse talent
  • Provide first-level support to resolve and/or escalate personnel issues, working directly with Employee Relations to resolve more complex employee relations matters
  • Serve as a human resources expert and follow district policies and procedures to ensure compliance, while also staying abreast of federal and state laws and regulations relevant to the client
  • Work with management and HR functional areas, as appropriate, in the event of a department reorganization or restructure; address management change and help to maintain employee productivity without an adverse impact on regulatory/legal compliance, district reputation, or employee engagement
  • Lead in developing and implementing HR processes and improvement plans
  • Develop, interpret, and implement policy and procedures regarding human resources
  • Manage and maintain employee leave records by accurately tracking leave requests, approvals, eligibility, balances, and return-to-work dates, ensuring compliance with district policies and applicable federal, state, and local leave regulations
  • Advise managers and leaders on the appropriate application of progressive discipline, conduct thorough and impartial workplace investigations, assess findings, and recommend corrective actions that are consistent with district policy, employment law, and organizational standards
  • Collaborate with Child Nutrition Department leadership and staff to ensure consistent application of Human Resources policies, procedures, and practices, while supporting compliance with organizational requirements and applicable employment laws
  • Perform other job-related duties and responsibilities as assigned to support departmental operations and organizational objectives
          Qualification Requirements

          • Bachelor's degree
          • Master's degree preferred
          • Professional Human Resources (PHR) Certification preferred
          • Minimum of 3 years of experience in educational leadership, or progressive human resources experience
          • Effective oral and written communication skills and the ability to interact effectively with all levels, including the public, district staff, and management
          • Experience interfacing with senior leaders and demonstrating command skills/presence
          • Demonstrated ability to develop and align HR strategy with business initiatives
          • Ability to work in a changing environment, manage complex issues, and strategically promote an inclusive/diverse workforce
          • Comprehensive knowledge of human resources information management systems, including the ability to utilize databases to design and generate statistical and informational reports
          • Demonstrated knowledge of the District’s human resources policies, procedures, and practices
          • Strong organizational skills, attention to detail, and the ability to meet deadlines

          The position requires occasional walking, standing, sitting, bending, stooping, kneeling, crouching, crawling, and lifting/carrying work related items weighing less than 40 pounds, such as books, papers and presentation materials. The employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Attendance at conferences and professional development is required. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.

          Additional Information
          • This position requires travel to various campuses, district meeting sites and conferences/meetings in and out of state. This position may require the employee to work some evenings and weekends. The incumbent must possess a valid drivers' license.
